‡A shrunken puppet ‘kingdom’ of Poland was indeed set up by the Germans in former Russian Poland in the autumn of 1917. It attracted little popular support, and even the ‘regency council’ installed by the Germans lost no time in declaring a fully independent Polish republic when it became clear that the Reich was losing the war.

§The British press had predicted a £25 million loan, while the Poles had asked for £60 million. The negotiations dragged on through the summer and remained bogged down at about £5 million, which Warsaw rejected as derisory. No money flowed to Poland until the war had actually begun.
